      Conservation Commission
Meeting
October 16, 2008


Peg Arguimbau Chairman, Hank Langstroth, Stephen Cremer, and Christine Turnbull were the members present.
Elizabeth McGrath arrived at 8:00 p.m.


7:45 p.m.:  RDA Public Hearing filed by the Stop & Shop Supermarket Company
        for a proposed project to remove & replace pavement within the 100’ Buffer Zone
        and 50’ No Build Zone at 1005 Providence Highway for the redevelopment of a
gas station:
        
Kristin Sundberg from Vanasse Hangen Brustlin, Inc., appeared before
the Commission to represent the Applicant. Kristin submitted proposed
plans to the Commission entitled, “Existing conditions Plan of Land Drawing
#SV-1,” dated 7/17/08; “Site Details 1, Drawing # D-1” dated 10/8/08; “Layout
and Materials, drawing number C-1.” Kristin explained to the Commission that the proposed project is
for the redevelopment of an existing dormant gas station located at 1005 Providence Highway on the
Sharon/Walpole Town line. All of the proposed work lies within the previously developed portion of
the project site. The Applicant is also filing an RDA with the Walpole Conservation Commission for
the proposed project. The proposed work within Walpole includes the removal of two underground
storage tanks, and the installation of a concrete pad for a dumpster. Kristin explained to the
Commission that the proposed project site was previously filled in to match the existing grade of
Rte. 1 for the initial development project for the existing gas station and paved parking area.
A wetland resource area exists on the proposed project site containing a BVW and Bank.
The boundary line of Wetland Area 1 is defined along the toe of the slope near the paved portion
of the proposed project site. The southern and western portions of this wetland have been identified
as a forested wetland. A small swale is present at the toe of the slope and continues along the forested
wetland area. The swale is identified with Wetland Flag Numbers BF1-100 to BF1-107.
Kristin explained the scope of the proposed Sharon project for the members of the Commission:
·       Restoration of the existing service building and gas pumps.
·       To remove and resurface the existing pavement as needed.
(The proposed pavement work lies within the 100’ Buffer Zone
and the 50’ No Build Zone.)
·       The removal of debris along the sloped area and throughout the length of the entire wetland area.
·       The installation of haybales/siltfence along the toe of the sloped area of the site for erosion control
            during construction of the proposed project.
The Commission determined that there would be no further disturbance to the wetland resource areas
of the site from the proposed project.
Peg called for a motion to close the hearing and to issue a Negative Determination to the Applicant with
the condition that the Conservation Administrator be notified prior to the proposed work for inspection
of erosion control measures.
Hank Langstroth moved. Stephen Cremer seconded. Voted. Unanimous. 4-0-0.

8:00 p.m. Updates:

Economic Development and Commercialization Committee:
Peg explained to the members of the Commission that Suzi Peck, a member of the Economic Development
and Commercialization Committee, notified her of a hearing she recently attended where economic and
water treatment studies were discussed. The Committee reviewed a list of possible site locations for
installing a water pipe that would also recharge an aquifer. Suzi requested feedback from the Commission
concerning the list of possible sites that were discussed at the hearing for a pumping system. The system
would be for a wastewater treatment facility to service commercial businesses in Post Office Square.
Peg explained to Suzi that she believed the Commission would not approve the list of parcels because
they were either part of the Town’s Trail System, or land abutting Conservation Wetland areas.

Open Space Survey Plan:
Peg mentioned to the Commission that the Open Space Survey Review is due for release in November for
public comments.
Greg suggested that the recently acquired Piona Restriction should be included in the new
Open Space Plan along with country clubs and golf courses.

Cranberry Bogs on South Main Street:
Peg explained to the Commission that she heard from Mr. Bottomley that the cranberry harvest was
greater than he anticipated this year.

Old/New Business:

Peg called for a motion to continue the hearing filed by the Sharon DPW for the proposed repairs to the
existing dam and spillway at Mann’s Pond,
DEP #SE-280-0498, until further notified by the Applicant.  
Hank Langstroth moved. Elizabeth McGrath seconded. Voted. Unanimous.

The Commission signed bills. Negative Determination for the Stop & Shop Supermarket property,
1005 Providence Highway. Certificate of Compliance for 6 Massapoag Ave. DEP File # SE-280-0481.
